The State Water Resources Control Board’s Office of Chief Counsel has an opening for an Attorney in the Financial Assistance Branch. The position is located at 1001 I Street, 22nd Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Excellent written and oral communication skills; knowledge or experience in municipal finance, environmental, or administrative law; knowledge or experience in environmental justice and equity, and; interest in municipal finance, environmental law, or public service.

Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than six (6) pages in length, using Arial, Calibri, or Century Gothic font, size 11 or 12 , and normal margins.

Provide an estimate of your time during an average month or quarter or year (choose one) and your knowledge or experience in the following areas. Indicate where you gained this knowledge or experience (e.g., firm x, agency y, law school). Include a brief summary illuminating the nature of the knowledge or experience(s) (e.g., CLE, matter involving municipal client, law school class, etc.):

  2. California Environmental Quality Act (CEQA)
  3. Municipal law
  4. Environmental law
  5. Municipal finance or federal securities law
  6. Public interest law
  7. Property law
  8. Corporations or business associations law
  9. Constitutional law
